Russian Foreign Minister Sergei Lavrov has announced that his country has no plans to launch attacks on European Union (EU) or NATO member states, but warned that Moscow will retaliate whenever it is provoked.

In a speech delivered to the UN General Assembly on Saturday, September 27, 2025, Lavrov said that “ideological and verbal attacks” on Russia are “continuing to increase.”

Speaking about Israel, Lavrov said that although Russia condemned the Hamas attacks of October 7, 2023, “no justification” can be given for the “slaughter” of Palestinians in Gaza or for plans to seize West Bank territory.
