MINALOC appoints acting leadership in Kayonza
The Ministry of Local Government (MINALOC) has appointed Fred Hategekimana as Acting District Mayor and Jules Higiro as Deputy District Mayor of Kayonza District.
This follows the suspension on the morning of December 7, 2025, of the previous district leadership committee, which included John Bosco Nyemazi as District Mayor, Hope Munganyinka as Deputy Mayor in charge of Economic Development, and Jean Damascène Harerimana as Deputy Mayor responsible for Social Welfare.
The three officials were suspended for misconduct, including failing to fulfill their responsibilities and not providing services to residents as required.
MINALOC said the temporary appointments were made to ensure that essential services to residents continue uninterrupted while preparations are made for elections to select permanent leadership.
Although only two officials were appointed following the suspension of three, MINALOC explained that this decision was based on careful analysis, which concluded that having two leaders would allow for better cooperation and complementarity while awaiting the formation of a full district leadership committee.
Minister of Local Government Dominique Habimana emphasized that providing quality services to citizens is not an act of charity, but a duty.
He said, “It is not about giving the citizen something extra; it is about doing what we are required to do. Local leaders are encouraged to approach residents, receive them well, treat them respectfully, and explain if there are reasons why a requested service cannot be provided immediately.”
He added, “What we ask of local authorities, especially at the point of citizen contact, is to assist the resident so that even if there is a service they need elsewhere, they can access it nearby, ensuring prompt service delivery.”
Fred Hategekimana is not new to such responsibilities, having previously served as Executive Secretary of Nyagatare District.
