The progress made on Saturday builds on the signing of a declaration of principles for peace that Kinshasa and M23 agreed to in July this year.
The eight key points of this peace agreement framework between the Congolese government and M23 are:

The process for releasing prisoners (held due to the war)

A mechanism to monitor the implementation of the ceasefire

Guaranteeing access for humanitarian organisations to reach those in need

Restoring state authority

Disarmament and reintegration of armed groups into civilian life

Facilitating the safe return of internally displaced people and refugees

Economic reconstruction

Justice, truth and reconciliation
However, this framework agreement does not contain provisions legally compelling either side to comply. Instead, it outlines commitments made by both parties to work toward unity, building trust, and reducing tensions through a phased process.
Countries including Rwanda, Qatar, the United States, Belgium and France welcomed this step as an important move toward restoring security in eastern Congo.
Attention is now turning to another agreement the Congolese government is expected to sign with Rwanda an accord to be facilitated and guaranteed by the United States, with President Donald Trump expected to host the heads of state to finalise the signing.
