The statement was released by the Rwandan government on Wednesday, December 10, 2025.
Rwanda also said it “condemns actions by the Congolese army (FARDC) and Burundian forces (FDNB) that continue to fire into civilian areas near the Rwandan border.”
According to the statement, last week shells originating from Burundi struck Kamanyola in South Kivu, forcing over 1,000 Congolese civilians to cross the Bugarama border into Rwanda.
The statement added: “The Burundian army now has around 20,000 troops in South Kivu under orders from the DRC government, particularly targeting areas inhabited by Banyamulenge in Minembwe, with the aim of starving civilians.”
The Rwandan government said the international community has been made aware of these actions by the DRC authorities and has called for them to stop, but the DRC has continued its course, as evidenced last week.
Rwanda also noted that the DRC’s lack of willingness to dismantle the FDLR militia, as stipulated in the June 2025 peace agreements, continues to delay conflict resolution in eastern DRC and demonstrates the country’s failure to act.
The government emphasized that all these actions violate the agreements, represent a major obstacle to achieving peace, and will continue to put Congolese civilians in eastern DRC at risk.
